Forest City Police Department announce the promotion of staff to Master/Senior Police Officer

Chief Jay Jackson recently presented Officers Cameron Byers, James Greene, Joshua Williams and Wayne Wilson with their Master Police Officer badges. Officer Aaron Boyd was presented his Senior Police Officer badge. Chief Jackson also announced the promotions of Officers Samuel Bailey, Troy Scroggs and Shawn Keeter to Master Police Officer.

Master Police Officer Cameron Byers is a 9.5-year veteran of Forest City Police Department. Prior to his employment at FCPD, he worked for 8 months at Spindale Police Department. Officer Byers is a graduate of Chase High School and received his Basic Law Enforcement Training from Isothermal Community College. Officer Byers also serves as one of the department's specialized instructors as a firearms instructor. Officer Byers is assigned to our Patrol Division.

Master Police Officer James Greene is an 8-year veteran of Forest City Police Department. In addition to his employment at FCPD, Officer Greene has worked for 12 years for the Rutherford County Sheriff's Office. Officer Greene is a graduate of East Rutherford High School and received his Basic Law Enforcement Training from Isothermal Community College. Officer Greene holds his Advanced Law Enforcement Certificate and SRO Certificate. Officer Greene serves as an Animal Control/SRO Officer assigned to our Patrol Division.

Master Police Officer Joshua Williams is a 6.5-year veteran of Forest City Police Department. Prior to his employment at FCPD, Officer Williams received his Bachelors Degree from UNC Charlotte. He he is a graduate of East Rutherford High School and received his Basic Law Enforcement Training from Central Piedmont Community College. Officer Williams holds his Advanced Law Enforcement Certificate and serves as a General Investigator assigned to our Investigations Division.

Master Police Officer Wayne Wilson is a 9.5-year veteran of Forest City Police Department. Officer Wilson is a graduate of East Rutherford High School and received his Basic Law Enforcement Training from Isothermal Community College. Officer Wilson is currently assigned as a Patrol Officer and a member of the department's SRT team.

Master Police Officer Samuel Bailey is a 7.5-year veteran of Forest City Police Department. Prior to his employment at FCPD, Officer Bailey received his Bachelors Degree from Western Carolina University. Officer Bailey is a graduate of Chase High School and received his Basic Law Enforcement Training from Western Piedmont Community College. Officer Bailey holds his Advanced Law Enforcement Certificate. Officer Bailey serves as a Narcotics Investigator assigned to our Investigations Division.

Master Police Officer Shawn Keeter is a 10.5-year veteran of Forest City Police Department. Officer Keeter served in the Army for 11 years prior to his employment at FCPD. Officer Keeter is a graduate of RS Central High School and received his Basic Law Enforcement Training from Isothermal Community Community College. Officer Keeter is assigned to our Patrol Division as a Patrol Officer.

Master Police Officer Troy Scroggs is a 17.5-year veteran of Forest City Police Department. Prior to his employment at FCPD, Officer Scroggs worked as a Jailor/Deputy for the Rutherford County Sheriff's Office for 5 years. Officer Scroggs is a graduate of RS Central High School and he received his Basic Law Enforcement Training at Isothermal Community College. Officer Scroggs holds his Advanced Law Enforcement Certificate. Officer Scroggs is assigned to the Patrol Division as a Patrol Officer and he is one of the department's specialized instructors as a firearms instructor.

Senior Police Officer Aaron Boyd is a 3-year veteran of Forest City Police Department. Officer Boyd is a graduate of McDowell High School and received his Basic Law Enforcement Training from McDowell Technical Community College. Officer Boyd is a nationally certified Child Safety Technician. Officer Boyd is assigned to our Patrol Division as a Patrol Officer.

Master & Senior Police Officers Career Tracks were a result of the pay classification study approved by the Forest City Council in 2014. In addition to the above, each officer promoted to the rank of Master Police Officer was required to meet the following requirements:


1. Officers must be a Senior Police Officer in good standing and have served as a Senior Police Officer for at least two years.

2. Officers must have a minimum of six (6) years of police experience. Four (4) of these years must be consecutively served in any sworn capacity at Forest City Police Department.

3. Officers must not have received a written warning, suspension, or demotion for unsatisfactory performance or detrimental personal conduct in the last 12 months.

4. Officers must have accrued a minimum of 400 hours on in-service, specialized or required training including 15 hours of supervisory training, 15 hours of investigations training, and 3 hours of conflict resolution training. Basic Law Enforcement Training and mandated in-service training hours are not credible for this requirement.

5. Master Police Officers must maintain performance evaluation ratings of meets expectations or better to maintain this rank. Officers who do not maintain the standard will be demoted to Police Officer of Senior Police Officer with a loss of pay.

In addition to the above, each officer promoted to the rank of Senior Police Officer was required to meet the following requirements:

1. Officers must be in good standing with the police department. This includes meeting or exceeding standards for a period of at least 12 months.

2. Officers must not have received a written warning, suspension, or demotion for unsatisfactory performance or detrimental personal conduct in the last 12 months.

3. Officer must have a minimum of three (3) years of law enforcement experience, and at least two (2) years with the Town of Forest City as a police officer. Honorable full-time law enforcement and military law enforcement experience is credible for this requirement but will be valued at one fourth (1/4) the time.

4. Officers must have accrued a minimum of 250 hours of in-service, specialized or required training to be in eligible for consideration. Basic Law Enforcement Training and mandated in-service training hours are not credible for this requirement.

5. Eligible officers may submit a letter of request once they have met the qualifications for a Senior Police Officer and must be approved by each level in the chain of command including the Police Chief to achieve this rank.
